What to Ask About Debris Removal Before a Commercial Reroof in Los Angeles

Commercial roof replacement starts with removal. Crews may take off more than one old layer before the new system goes on. Because removal is part of the job, its details belong in the same written scope as the new roof.

A single line that says "remove existing roof" tells you little. Compare what each proposal includes, excludes and promises in writing. California's Contractors State License Board gives the same advice in its roofing guide.

City of Los Angeles rules shape what a City-certified processor accepts and records. What records you get is a separate question. Ask about both while the scope can still change.

Read each proposal with these six questions in hand. The checklist further down turns them into seven rows you can fill in.

1. What roof material, area and removal work does the estimate include? Look for the old material, the roof areas the crew will strip and whether removal reaches the deck. Note any debris-handling work the proposal excludes.
2. Who arranges removal and names the hauler or processor? The proposal should say whether the roofer or someone else arranges it. Copy company names exactly as the proposal shows them.
3. Where can you check a City of Los Angeles hauler's status? For City projects, check the City's permitted-hauler list, which we explain below.
4. Has the receiving facility confirmed it accepts this material? City rules limit when a City-certified processor can refuse a roofing load. Ask who confirmed it, and when.
5. What receipt or other record, if any, will you receive? Do not assume facility records will reach you. If the proposal says nothing, write "not stated" and ask.
6. What written support backs any recycling claim? If a bid promises recycling, ask which document supports it. Without one, treat the claim as unconfirmed.

Use one copy of this checklist for each proposal. Write "unknown" or "not stated" when an answer is missing, rather than guessing. Note the document and page where you found each answer.

Date every lookup and confirmation, because lists and arrangements can change. Use the last column for questions you still need to ask. Every field comes from paperwork or a question to the bidder, and none requires roof access.

The checklist holds questions and optional records. It does not set legal duties for owners.

These City resources apply to projects inside City of Los Angeles limits. Los Angeles County has many separate cities, and their rules may differ. Confirm the property's city before you rely on these lookups.

For an overview, start with LA Sanitation's construction and demolition recycling program page. It points readers to the permitted-hauler list and certified-processor details for City projects.

To check a hauler that a proposal names:

1. Open the City's permitted-hauler list.
2. Write down the report date shown on the list.
3. Search for the company name exactly as the proposal shows it.
4. Record the listed name, the list's date and the date you checked.
5. Check again closer to the tear-off, since status can change.

A listing shows the company appeared on the City's list on that date. It is not an endorsement, and it does not prove a facility will accept your roof material.

The City wrote its processor certification form for recycling facilities, not owners. Pages 9 and 10 of the 2025 form cover roofing loads. A City-certified processor must accept those loads from City-permitted haulers, unless its CalRecycle permit or notification requires rejection.

The processor must log details for each roofing load. These include hauler, origin, date, weight and material. If it turns a load away, it must give the hauler a rejection slip.

Those logs are part of the processor's City duties. Ask the bidder which records, if any, you will receive. The form's rules for facilities do not automatically become duties for you.

Keep two questions apart: did the facility accept the load, and how much of it counted as recycled? A yes to the first does not answer the second.

The owner records the gap and sends one clear question. The record does not assume a permitted hauler or a recycling result. Those cells stay open until a written answer arrives.
